題目：Does Environmental Regulation Spur Environment-Friendly Technology Change? Evidence from a Quasi-natural Experiment in China
內容摘要： This paper investigates whether environmental regulation spurs environmental-friendly technology change. To identify the causal effect, we use a difference-in-differences strategy by exploiting a quasi-natural experiment in China, that is, the Two Control Zones (TCZ) policy implemented by the Chinese government in 1998, in which tougher environmental regulations were imposed in TCZ counties than in non-TCZ counties. We find that stringent environmental regulation increases regional green innovation by 18.6%, but does not crowd out other innovation activities. Our instrumental variable estimation confirms that this impact is causal. We further find that this impact is mainly driven by private firms and work through two potential mechanisms -- enterprises’ energy-saving and environment-protecting responses to the regulation.
主講人簡介：
劉沖，北京大學經濟學院助理教授，世界銀行短期顧問。北京大學光華管理學院應用經濟學博士（2013），清華大學經濟管理學院博士后（2015），研究領域為公共經濟學、發展經濟學和政治經濟學。近年來在Economic Journal、International Journal of Industrial Organization、《經濟研究》、《經濟學（季刊）》、《世界經濟》、《金融研究》等國內外著名期刊發表論文20多篇。先后主持國家自然科學基金、農業部農村經濟研究中心研究基金等多項科研課題。
